ZIMBABWE: Final Draft? After three years of stand‐offs and bickering, the constitution is ready for printing. Business Day (13/4) reported that the final draft of Zimbabwe’s new constitution has been finalised and needs “just a polish” before it can be sent to President Robert Mugabe and Prime Minister Morgan Tsvangirai , says the minister involved in the process, Constitutional and Parliamentary Affairs Minister Eric Matinenga. “Everything has been agreed on and it is safe for me to say the principals should expect the document anytime from now,” Mr Matinenga said. However, according to AFP (23/7) , the draft constitution is a flawed compromise that will have little effect, analysts warn. The proposed document, which will be subject to a referendum, was crafted by experts from the main political parties to a power‐sharing government that has been in place since a violence‐marred 2008 election. The draft, finalised on June 23rd, curtails presidential powers and limits terms to 10 years. There is however no age limit for the president, meaning Mugabe could seek another mandate under its terms.
