VICTORIA Local Government Acting on the advice of the government, the governor, Sir Roden Cutler, removed the fifteen members of Warringah Shire Council from office on 3 April and appointed an administrator. These measures followed allegations in the central court of petty sessions on 31 March that eight councillors had organised themselves into a team for their own personal gain. The charges were made by councillor D. S. Thomas who was sentenced to six months’ jail after pleading guilty to two charges of soliciting and receiving a bribe of $8,000. Because charges against another councillor were pending Mr Morton, the minister for local government, said that i t would not be legally advisable to conduct an inquiry or royal commission into the affairs of the council. The first occasion of such protest involved the Bolte government‘s decision not to commute a death sentence on Robert Peter Tait (whose sanity was an important issue) for the murder of an elderly woman in a Hawthorn vicarage, in 1963.
