THE RURAL DEVELOPMENT OF NORTHERN AUSTRALIA THE RURAL DEVELOPMENT OF NORTHERN AUSTRALIA KEITH 0. CAMPBELL University of Sydney There has recently been a marked resurgence of interest in the develop ment of Northern Australia comparable to that which occurred towards the end of World War 11. The events of the past three months suggest that the development of this part of the continent may become an in- creasingly important political issue. The pressures for the development of this area are such that the economic realities of the situation unfor- tunately tend to be largely disregarded. Even the Forster Committee, appointed as it was to survey the prospects of promoting agricultural settlement in the Northern Territory “ on an economic basis” saw fit in its report explicitly to reject conventional economic criteria in making its recommendations.l The Committee further refused to face up to what I would submit is probably the most important consideration in determining the economics of northern develop ment-whether investment in other parts of the Australian continent would not bring greater benefit to the nation than equivalent investment in the North.
