The period under review was extremely quiet in terms of political events and policymaking. It could be seen as the lull before the storm, given that the state election is due by the end of the year or early next year. Government As part of this governmentâs attempts to reform public administration a review of public service structure and operation was undertaken by Premierâs Department head Bruce Guerin. Guerinâs report was presented in March and amongst other things it recommended a code of ethics for public servants-with an emphasis on âfaster, friendlierâ service, devolution of responsibility to departmental heads (who would now cease to be permanent -being subject to contract) and the abolition of the Public Service Board. The relevant public service unions treated the report with caution, whilst various working parties were established to implement the proposals. The stateâs finances, which have looked healthier under the Bannon government, took a turn for the worse following a Grants Commission miscalculationwhich left the Treasury $32 million short of projections.
