SÃO TOMÉ E PRINCIPE: Pinto Da Costa Wins The country looks backwards in an attempt to see off graft and corruption. Manuel Pinto da Costa celebrated his 74th birthday on August 5th and returned at the head of the São Tomé e Príncipe island nation, which he ruled for 15 years after independence from Portugal in 1975. Pinto da Costa won with 52.88% of the votes in a runoff on August 7th against the 47.12% obtained by his rival, parliament speaker Evaristo Carvalho , in a vote more challenging than expected with an abstention rate of over 25%, according to the National Electoral Commission (CEN). Defeated in 1996 and in 2001, after ruling with an iron fist, until 1990, during the time of the communist one‐party state, Pinto da Costa, founder of the São Tomé e Príncipe Liberation Movement , this time ran as an independent candidate. The results are expected to be validated by the Constitutional Court before the official declaration and swearing in, set for September 3rd. He will succeed current President Fradique Menezes .
