NEWS The Philatelic Foundation is an educational institution concerned primarily with the authentication of postage stamps and related materials. A book, Color in Philately, is in preparation. Liaison between the ISCC and its member bodies is currently directed by Ms. Joyce S. Davenport, as Director of the ISCC. Recommendations on Uniform Color Spaces, Color-Difference Equations, and Psychometric Color Terms Recommendations on uniform color spaces, color difference equations, and psychometric color terms have been published by the Commission Internationale de I'Eclairage (Supplement No.2 to CI E Publication No. 15). This supplement has been produced by the members of CIE Technical Committee 1.3 (Colorimetry) which has representation from 27 countries. Two color-difference formulae are recommended: CIE 1976 (L*u*v*) - CIELUV formula, CIE 1976 (L*a*b*) - CIELAB formula. The first formula is especially useful in cases where color lights are mixed additively (color television, for example) and the second formula in cases of colorant mixtures (paint, plastics, and textiles, for example). Seven new psychometric color terms are recommended. They are defined by using the parameters of the CIELUV and CIELAB formulae. This supplement contains the original English text and approved French and German translations. It comprises 24 pages. Copies of this document, CIE Publication No. 15, Supplement No.2, may be obtained postpaid at $14.00 each from Dr. Jack L. Tech, Secretary, U.S. National Committee, CIE, National Bureau of Standards, Washington, D.C. 20234. Payment should accompany the order and should be made payable to "U.S. National Committee, CIE." COLOR research and application ISCC Adds Member Bodies Three years ago the first issue of this journal carried on page 4 the then current list of 28 member bodies of its Endorsing Society, the Inter-Society Color Council. Since then, no less than eight additional national societies have joined the ISCC as member bodies. With no resignations in the interim, the society membership of the Council now stands at an all-time high of 36. It seems appropriate now to list these new members of the ISCC family, with a word about their interests and activities in the field of color. The American Philatelic Society is an organization of collectors of postage stamps. It has recently appointed a Color Committee, which is expected to sponsor an ISCC project on color names of postage stamps. The Artists Equity Association. Inc .. is an organization of professional artists. It sponsors the ISCC Committee on Artists Materials, which is actively promoting better labeling of artists' paints. The Association of Professional Color Laboratories is concerned with the processing of color photographic materials. The Entomological Society of America, the most recent society to become an ISCC member body, is concerned with the world of insects. . The Gemological Institute of America deals, as its name implies, with gems. The House & Garden Color Program is concerned with collecting and disseminating information on the use of color in home furnishings; see the article on this program in Vol. 3, p. 71.
