The spark that ignited the explosion was the report of a Special Commission of Inquiry conducted by former High Court Judge Michael McHugh into greyhound racing, which revealed systematic cruelty and maltreatment. It was estimated that 50-70 per cent of dogs bred for racing in New South Wales in the past twelve years had been killed. About a fifth of trainers were said to have used live animal baits. Concluding that the industry could not be reformed, Baird decided on a Draconian response. Without consulting their respective party rooms, he and Deputy Premier and Nationals Leader Troy Grant announced in July a total ban on greyhound racing in twelve months’ time.
