KENYA: Poll Violence Report Published The Waki Commission recommends an international tribunal for post election violence suspects. An international tribunal, modelled on the International Tribunal for Rwanda , has been recommended to try suspects of Kenya’s post‐election violence, among them senior police officers suspected of massive rights violations. A damning report published in Nairobi on October 15th accused the Kenyan security organs of implementing an “institutionalised” form of violence which worsened human rights violations after the December 2007 elections, a probe team reported. The Commission of Inquiry into Post‐Election Violence (CIPEV) was to investigate the facts and circumstances surrounding the violence, the conduct of state security agencies in their handling of it, and to make recommendations concerning these and other matters. The inquiry, headed by Kenyan Court of Appeal judge, Justice Phillip Waki , handed in its report to President Mwai Kibaki and Prime Minister Raila Odinga , calling for a raft of strong measures to ensure the violence does not recur. “To break the cycle of impunity which is at the heart of the post‐election violence, the report recommends the creation of a special tribunal with the mandate to prosecute,” Waki said.
