Public Services are sometimes not utilized to the extent that their planners expected. An anthropological investigation revealed a number of reasons for this pattern with respect to a community cannery facility. The research team initiated a series of measures to remedy this situation among selected demographic groups. The project was successful in attracting more users to the cannery, in having many of its recommendations adopted by county officials, and in developing a positive image of anthropology among these officials.
