DR Congo – Rebel and Bandit Activity 3rd: Ten or more civilians are kidnapped near the Virunga National Park in Rutshuru territory, formerly a M23 rebel bastion in North Kivu. Civil society organisations have called on military authorities to find a solution to the kidnapping phenomenon which has become a means of enrichment for outlaws in that region. 7th: Police arrest Mayi Mayi Shetani militia leader Muhindo Safari Grace in Oicha, the main town in Beni Territory. Col Jean Pierre Wumbi says the rebel leader was the suspected instigator of a recent attack perpetrated by the aforementioned militia group on Mamove locality. 8th: The DRCongo Armed Forces ( FARDC ) captures 14 Mayi Mayi militia fighters in Mitwaba Territory, which is in the former Katanga Province (southeast). 9th: A militia group under the command of a certain Dominique was reported to be in control of a large number of villages in Walikale Territory about 100km northwest of Goma. Sources in the region said the group attacked Bukombo, Mashange and Tisa villages on October 6th, killing at least six civilians. At least one person was killed and five houses looted in an attack perpetrated by unidentified armed men in Kabindi Village in Kibumba area nearly 30km north of Goma. 11th: Raiya Mutomboki militia faction warlord, self‐proclaimed Gen Kabe Sanga surrendered in Shabunda Territory, South Kivu Province accompanied by at least 20 of his combatants who were in possession of military hardware. They came from Tshumi in Bamuguba Sud area. 16th: A new rebel group named Resistance Alliance for the Defence of DRCongo ( ARDC ) has reportedly been created in Binza locality, Katwiguru area within Rutshuru territory (stronghold of former M23 rebel group), about 22km northeast of Kiwanja, Nord Kivu.
