DEMOCRATIC REPUBLIC OF CONGO: Peace Talks Suspended As the Kampala negotiations again falter, fighting with the M23 and other rebel groups resumes. Fighting started up again on October 25th between the army and rebels from the M23 movement in the flashpoint province of North Kivu, both sides and the United Nations ( UN ) said, just days after peace talks were suspended. Clashes took place some 25km to the north of the strategic eastern city of Goma, rebel spokesman Vianney Kazarama told AFP . Both sides accused each other of starting the fresh outbreak of fighting. But Olivier Hamuli , spokesman for the FARDC army in the region, said: “They attacked us”. A source from the UN peacekeeping mission in the country, MONUSCO , said the rebels carried out the first attack. “Fighting is ongoing. These are not skirmishes,” said the source, who did not wish to be named. On October 21st, both sides announced a halt to peace talks taking place in the Ugandan capital Kampala. The DR Congolese government spokesman Lambert Mende said the talks were suspended due to disagreement over the extent of an amnesty for the army mutineers and their reintegration into the national army.
