President Kabila presents a much‐reduced government team. Radio France Internationale reported that there had been a cabinet reshuffle in DR Congo on November 26th. New faces are making their debut in the government and it is a much trimmed team which has just been named. The first observation is the reduction by half of the executives, thirty‐two against 60 in the previous team. The number of state ministers has also reduced from six to three. But all the former ministers of state remain in the government. In the search for efficiency in the government's actions, the Minister of State in charge of Agriculture, Nzanga Mobutu , and his colleague in the Ministry of Interior, Denis Kalume , will assist the Prime Minister as the coordinators of two new commissions in charge of handling social, economic and cultural policies. A new ministry has been created, that of gender, women and children, which has been given to Philomene Omatuku who was until her appointment the Minister of Social Affairs. Among other new people brought in are Mutombo Bakafua to the Ministry of Justice and Human Rights, Lumanu Nsefu , Relations with Parliament, Esdras Kambale Bahekwa at the Ministry of Arts and Culture, and Emile Bongeli at Communications and Media, and Philippe Futa in the Economy portfolio. The other change is in the search for regional balance. Each province is represented by at least two ministers, the state television said. ( Radio France Internationale, Paris, 26/11: BBC Mon. )
