Sustainable Development, Urbanization, and Environmental Risks 65 Sustainable Development, Urbanization, and Environmental Risks: The Priority of Local Actions in Ho Chi Minh City, Vietnam Jean-Claude Bolay and Thai Thi Ngoc Du HENEVER urbanization and the environment are dis- cussed, the vision presented of cities in developing W countries tends to be simplistic, if not Manichaean. The chaos of an agglomeration teeming with people, properties, noises, and smells is contrasted to the orderliness of plans intended to organize the developed areas and the human activities in those areas. The reality, of course, is more complex, and if we are to worry about the environmental risks of large cities in the developing world, we must also worry about the risks incurred by the residents of those cities. These two pointsÐ regarding the population and the environment Ð are the focus of an ongoing research project in Ho Chi Minh City (HCMC), Vietnam through which we are attempting to determine : which innovative research and action methods can be devised to compensate for deficiencies in the development of the city’ s environment · who are the actors involved in this process of urban restructur- ing and rehabilitation · which interventions allow, at http://www.deepdyve.com/assets/images/DeepDyve-Logo-lg.png Journal of Urban Technology Taylor & Francis
