Zambia is a sovereign republic, within the Introduction Commonwealth, which is approximately 750,000 square kilometres with a population of approximately 6.5 million. The capital, Lusaka, a city of over 700,000 inhabitants, is centrally situated. Zambia has nine provinces viz Lusaka, Luapula, Northern, Northwestern, Copperbelt, Southern, Western and Eastern, with 56 districts. Each province has a Chief Education Officer who is responsible to the Permanent Secretary of the Ministry of General Education and Culture for primary and secondary school education affairs in the province. Each district has a District Education Officer responsible to the Chief Education Officer of the province. There is an Examinations Officer for each province responsible to the Chief Examinations Officer at the Ministry of Higher Education in Lusaka. The Copperbelt, Lusaka and Central Provinces account for approximately half of all candidates that take the Grade VII examination each year. Chief Education Officers liaise with the Examinations Office in Lusaka on all matters pertaining to the examination.
