Defining delimits the thing defined from other things. To use the word define with respect to infrastructure misconstrues the essence of infrastructure. As infrastructures permeate, through physical insertion and penetration, other structures, they are not simply substrates as they are often identified to be. They do not merely lie underneath other structures, such as buildings or cities. They are not separate from cities or buildings, but rather connect to them directly in vital ways. Infrastructures provide life to the structures they infiltrate and perfuse. Infrastructures are life supports that channel water, energy, information, people, goods, and wastes to and from the objects supported. This new understanding, based on a reconception of the nature of infrastruc- tures, reveals how infrastructures infiltrate instead of underlie.
