Nor is a correc­ tive to inadequate law enforcement likely to appear so long as organized criminality and political terrorism can provide concrete opportunities for the generation of economic wealth through cor­ ruption. The Twentieth century's two World Wars and the numerous social revolutions worldwide have been among the biggest events in world history. These phenomena have defined the contemporary world, and now at the beginning of the 21st century, are we living through and with their legacies. Two outcomes of the global con­ flicts have been the subject matter of this book. Terror and organ­ ized crime are the outcomes of the historic political upheavals and social movements in huge, backward countries and in developed nations. Perhaps it is more correct to say that a whole complex of revolutions occurred in the middle of the World Wars and set off a chain reaction of other revolutions and conflicts that reverberated through civil, ethnic and national struggles.
