The book contains eight chapters, which are organised into three parts. Chapter one spells out the central aim of the book, which is to urge for a paradigm shift in South African informal settlement policy, from what the author describes as neo-liberal ‘paradigm of individualised, standardised and product-oriented intervention’, to a paradigm that perceives informal settlements as socio-political entities that require policy intervention that is sympathetic to people and their livelihoods. The author suggests that because of its long history of informal settlements and innovative policy responses, Brazil might be a source of inspiration for such policy. In chapter two, the author reviews shifts in international policy debates on informal settlements, with a focus on influences by bilateral and multi-lateral agencies, especially the World Bank.
