Evidence from the study of Central indicates that racial integration is a distinctive feature of this inner-city suburb of Port Elizabeth. Within the overall process which has been reported here, it is apparent that racial clustering of blacks is occurring, and is, to a large degree, being directed by a landlord grouping. While that might imply incipient ghettoisation, there is no evidence in Central to substantiate the pessimistic views of Elder (1990) who sees ‘white-flight’ and racial conflict as an inevitable result of racial integration. Generalisations on the future outcome of residential desegregation in South African cities are best avoided, given the significant political, economic and social disparities which exist between areas. A process of change has clearly been initiated; many of its features are important and often unique but given the numerous imponderables which exist, time alone will tell what the ultimate effect on the form and functioning of South African cities will be as urban living begins to adjust to ‘normalisation’.
