Opening address

Opening address by Dr. L. GINJAAR, Minister of Public Health and Environ- mental Hygiene, Leidschendam, the Netherlands~ Ladies and Gentlemen, You will all have read in the newspapers last June that it is my intention to introduce a levy of 10 cents a kilo on detergents containing phosphates, one of the policy intentions referred to in the Policy Document on Phosphates ("Fosfatennota 1979") that was presented to Parliament at that time. The intentions announced did not all concern levies on detergents how- ever; some were concerned with the general plan to drastically reduce the phosphate load in surface waters in the Netherlands in the next few years, both by phosphate removal in sewage treatment plants and by banning phos- phates from detergents. Ladies and Gentlemen, I assume you have not come here to discuss the price of washing powder. The symposium I have the honour to open is of a scientific nature. The majority of the speakers here today come from re- search institutes and their papers are mostly on the subject of the research being done at their institutes.
