Divergent development in South African cities: Strategic challenges facing Cape Town There is a gulf between Cape Town’s impoverished townships and its affluent areas, which appears to be widening in important respects. Development trends are tending to reinforce spatial divisions and fragmentation rather than assist urban integration. The consequences are costly to the poor majority through separation from economic and social opportunities. Abstract
