The Pearl River Delta has been a centre of rapid economic growth and systemic reform since China adopted its policy of openness and reform 30 years ago. Hong Kong and Macao have played critical roles in the economic and social transformation of the delta. Integration of the delta internally and with Hong Kong and Macao has since 1978 proceeded on an unguided basis. With the release of ‘the Outline of the Plan for the Reform and Development of the Pearl River Delta (2008–20)’ in early 2009, the delta is poised to enter another stage of further reforms and innovations, with the further integration of the delta being a matter of high priority. By 2020, the delta is anticipated to enter developed status and will become one of the leading mega urban-regions in the world.
