UNESCO, 1955. My chief concern will be the place of ideas in our Victorian State education system. My view is that an education system must be designed for the development of individuals in a social framework. The effectiveness of the education of a person will be measured by the adequacy of his response to his environment. This response must be adequate in two ways: it must be socially purposeful, and it must be personally fulfilling. Of these two aspects, the first subserves the second. Socially purposeful behaviour will promote that sort of social structure that best allows personal fulfilment.
