It approaches the new public management (NPM) as a multi-faceted, complex, 'hydra-headed' phenomenon both within the context of particular public services and across the public sector as a whole. As the NPM such, is viewed as a collection of management tools that have been over adapted time. Moreover, as in argued this book, the NPM is a 'contested terrain' in which 'a reconfiguration of management-professional relations has been reforged'.
