Professor Ling-xi Qian, a famous engineer, academic and scientist of engineering mechanics, was born in Wuxi , Jiangsu Province on 16 July, 1916. He graduated in 1936 with a bachelor degree majoring in civil engineering from the Institute Technique Franco-Chinois in Shanghai. Due to his excellent academic record, he was granted a Universite Libre de Bruxelles in Belgium. In 1938, he received scholarship from the government and studied in the the degree of Ingenieur de Construction Civile avec grande distinction. After returning to China, his career started as a railway engineer in Yunnan Province and participated in the
