Governments and international development agencies have shown an increasing interest in improving informal settlements and their surroundings. The Millennium Development Goal to significantly improve the lives of at least 100 million slum dwellers by 2020 offers an opportunity to increase resources to such programmes. Building Cities reviews the experiences of the Latin American and Caribbean (LAC) region in design and implementation of neighbourhood programmes. It particularly focuses on the les- sons learnt by professionals of the Inter-American Development Bank and their counterparts in execut- ing agencies. This book documents the process and challenges of settlement upgradation programmes. It describes the complex problems of LAC cities and presents lessons learnt from implementation of such projects. The key learning is that settlement upgrading programmes need to be integrated with physical, social and economic problems and implemented with full participation of the local community to be effective.
