In this paper I will refer only to Western Australia, since this is the situation of which I have the closest knowledge, but I realize that much of what I have to say is paralleled in the other States where the same influences have been at work. Also the case is simplified by referring to one State only and changes are easier to follow if we avoid the complication of having to distinguish between the various ways in which the changes have been worked out in the different State systems. Where there have been significant differences in the way in which the liberalizing changes have evolved, these could possibly come out in the discussion of the paper. Also, I will use the words inspection and supervision to designate the work which is carried out by the people whose title is "superintendent" in two States, Western Australia and Tasmania, and "inspector" in the other four States. The paper will deal mainly with the work of the district inspector
