It is newly sensitive to th e political character of American education, though less so to the relative benefits and demerit s of political power. It has all the merits of a good synthesis, laying out th e strength s an d weaknesse s of serious inquiry. Hopefully this study will prod Tyack and his fellow urban historians to comparative interpretation and more theoretical generalizations. At this point such historians should be read y to addres s several questions: Why di d some cities opt for a "one best system" sooner or later than others? In what cities did urban systems improve the work of teachers and th e lives of children? What values did American Society and their educators trade for bureaucratic control?
