This volume is a collection of papers originally presented at three seminars of the University Council for Educational Administration. According to the editors, important general implications of the papers led to the general title, though they were originally addressed to educa tional administrators, and more specifically to university professors of educational administration. The papers will be found thought-pro vokin g by professors and graduate students in the field of educational administration. The value of the ideas presented for other areas of education is questionable and will var y from paper to paper. The focus of most of the papers is too narrow to make this volume a serious contender as a basic text for a general course in educational research. The twenty-two papers included in this book are grouped into four sections entitled "Environment," "Concepts," "Methods," and "Train ing." A brief introduction to each section summarizes the main points made by the authors of the paper
