This book is written by Professors Eliassen and Sitter, both of whom are based at the BI Norwegian School of Management, Oslo, and is intended for two audi- ences – full time students of public administration, and as a textbook for exec- utive programmes in public management. It comprises eight chapters and a conclusion, and the authors say the chapters are thematically divided (but this is not formally indicated in the Contents) into four sections: the international context – globalisation and regional integration (Chapters one and two); reducing the scope of the state (Chapters three and four); making the public sector work better (Chapters five and six); and implementation and management (Chapters seven and eight). In considering these themes, the authors place particular empha- sis on the ‘information revolution’; that is, digitalisation and the development of the information society which ‘runs like a thread throughout the book’ (Preface).
