A Plea for A New Direction A PLBA FOR A NEW vizeertoN n s we start the new school year, we are confronted with the fact that the concept of learning disabilities has been a controversial resident on the educational scene for a quarter of a century. Scarcely had the concept taken form when political urgency and expediency compressed it into categorical form to comfort the conventional mind of Education. It was quickly assigned an arbitrary (but "appropriate") incidence, sufficient to compel but not overwhelm; clothed in a definition stylish to the moment but not suited to long time wear; hastily lobbied into law- a randomized collection of categorically homeless disorders, loosely assembled to serve the cause. It was, rather abruptly, thrust upon the relatively naive field troops of Special Education with orders to gather odds and ends of curriculum from diverse sources to piece together a patchwork remedial program. To satisfy the canons of legislative tradition, a concept with revolutionary promise was impulsively converted to a category and sentenced to a permanent controversy. Twenty-five years later we are not certain whether the reference should be singular or plural; does the individual have a single learning disability or plural learning disabilities?
