Editorial International Perspectives on Social Care Charles Watters Editor-in-Chief Reader in International Migration and Director, The European Centre for the study of Migration and Social Care, University of Kent The papers assembled in this issue offer perspectives on health and social care from three countries: Germany, Honduras and France. Each focuses on particular aspects of health and/or social care, from integration of immigrants in educational systems, to addressing child mortality, and the evolution and complexities of public policies on AIDS. A benefit of these broad international perspectives is that they can reveal both what may be specific to a particular national context and what may be ubiquitous international phenomena. What these papers all reveal is the complex inter-relationships involved in policy and service development on immigrant and disadvantaged populations and the potential for shared learning across countries. In Karin Schittenhelm’s paper the analysis of the situation in Germany is followed by a consideration of possible ways to support the participation of young women with immigrant backgrounds in education and work. In Balcazar and Suarez’s paper the potential for supporting the replication of programmes promoting child survival is examined. In all three papers the importance of paying attention to the relationship between policy and practice is emphasised. In Mbaye’s contribution the realisation of policy goals is presented in the context of the potentially conflicting agendas of health care and immigration agencies. All three of these contributions offer opportunities for reflection on the development of services that are valuable in a range of international contexts.
