THE HOUR OF THE LEGISLATOR German re-unification and the conversion of the failed socialist system in th e former German Democratic Republic (GDR) into a de­ mocracy and market economy was th e hour of th e lawmaker. Never before was the crucial and vital role of the law so much felt in Ger­ many but during th e decisive year of 1990, whe n first the Treaty on the Monetary, Economic and Social Union was concluded between th e then two German States on May 18, soon followed by the Treaty on Unification on August 31; bot h treaties were accompa­ nied by or incorporated a huge mass of legislation. The whole re­ unification process certainly was not initiated by lawyers. It were th e peaceful demonstrators in Leipzig and other cities on October 9, 1989, that prompted the collapse of th e authority of th e socialist gov­ ernmen t and the subsequent fall of the Berlin wall on November 9, 1989.
