But it is equally appropriate to agree with the author's statement, in the same preface, that, contrary to what is too often affirmed, a really serious study of criminological questions can be undertaken only by those who already have knowledge of the general principles governing prosecution and condemnation of punishable acts. This rule of method, which is also a rule of good sense, deserves to be drawn to the attention of all those who are perhaps inclined to forget it. In the light of this statement, the exposition of positive law presented by Andrew V. Clements assumes its real value.
