Nafziger* Incorporation, transformation, and persuasion are the principal means by which international law is brought to bea r on authoritative decision-making in nation-states. These three terms also form the subtitle of this collection, ably edited by Dina Shelton, the Manatt/ Ahn Professor of International Law at George Washington Univer­ sity Law School. Most of th e chapters are revised versions of national reports prepared for the XVIII Congress of the International Acad­ emy of Comparative Law in 2010. In today's pluralistic legal environment, the topic of international law and domestic legal sys­ tems might seem somewhat restrictive or even quaint, but these reports disclose a wealth of fundamental practices and outcomes use­ ful to both the scholar and the practicing lawyer. The twenty-eight reports generally follow the structure of a de­ tailed questionnaire that Professor Shelton prepared, with seven general headings: constitutional and legislative texts, treaties and other international agreements, customary international law, hierar­ chy of legal sources, pertinent jurisdiction of courts, other international sources, and other relevant information concerning a particular national system.
