Betreffend Art. 9 BV (Zivilprozess; Zuständigkeit; IPRG), hat sich ergeben: A. Die Imuna s.p. (Beschwerdeführerin) ist ein staatliches Unternehmen mit Sitz in der Slowakei, welches Blutplasma herstellt. Am 22. Februar bzw. 3. März 1995 schloss sie mit der Octapharma AG (Beschwerdegegnerin), einer Aktiengesellschaft mit Sitz in der Schweiz, eine Vereinbarung betreffend einen Technologietransfer für die Herstellung von Blutplasma. Diese Vereinbarung enthält unter anderem folgende Bestimmung: "Art. 10 (Applicable Law/Arbitration) a) This Agreement shall be construed in accordance with and governed by Swiss law. b) All disputes arising in connection with the present Agreement shall b[e] finally and exclusively settled
