It offers a transferable concept on how to identify, document and justify priorities regarding critical infrastructure services. Based on human values it enables to prioritise critical and urgent areas for risk management, in this case in the field of infrastructures. Critical values and key services are identified and then prioritised using time as a criterion. Abstract
