Quantitative and qualitative statistical indicators play a vital role in assessing the activities of higher education institutions and improving and strengthening the educational system. The research on applying statistical indicators to higher education has been done in many countries and international organisations (like UNESCO, World Bank, OECD and UNICEF). This study is intended to propose a set of quantitative and qualitative statistical indicators for assessing the quality of teaching and learning in higher education institutions. In this paper, five goals, 29 objectives were analysed and 150 performance indicators were proposed for higher education institutions. Instruments were distributed to 77 faculty members in 31 HEIs in the sultanate to assess the importance, variability, clarity of goals and objectives. Seven categories of statistical procedures were used to analyse the surveys.
