This paper describes an operative framework developed to assess the level of environmental pollution and its potential evolution in the Lombardy region of Italy through a specific set of indexes. The framework was designed following specific constraints and options given by the local policymakers. Indexes take into account the current environmental condition (in terms of quality of water, air, soil and production of wastes) and the potential impact in the future (which is related to firms' industrial sector and spatial distribution). The application of the framework produces a concise index at decision-makers' disposal to address and promote more effective environmental policies in the Lombardy region, starting with the area that has emerged as the most critical.
