Understanding the Complexity in Electronic Government: Implications from the Digital Divide Literature
E-governance systems are multi-faceted systems with human and technical interactions. Moreover, in recent past technological innovations advanced to not only collect, store, retrieve and send, but to share information. Therefore, for better governance it is necessary to have enhanced interactions between computer systems, people and organisations and their sub-units. In doing so, organisations improve their absorptive capabilities along with organisational practices and activities. To understand interactions and their consequences on interoperations it requires studying phenomena in its setting, therefore author selected a case study approach. Author selected cases from different domains in e-governance scenarios. In this study, author identified enablers along with interrelationships with other enablers. Using the enablers and their interrelationships and by adopting recent technological innovations practitioners can develop organisational activities that enhance organisation's absorptive capability and practices. In doing so, practitioners can better understand the multi-contextual social phenomena that exists in e-governance a socio-technical system.
