Scottish Papers Submitted to the Cabinet, 1945-66: a Guide to Records Held at the Public Record... Ian Levitt This guide in intended to supplement the guide to 1917—45 published in Ecomic and Social History, 19 (1999) and follows the cventis established in that volume. It is intended to further the interest of the work of the Secretary during the immediate post-war period and, in particular, his relatiship to the British Cabinet, its decisi-making and its csiderati of issues. However, it should be recognised that, as in the period before 1945, the Secretary was not the sole minister respsible for Government services in Scotland or for the introducti of legislati affecting interests. For instance, commercial policy remained the respsibility of the Board of Trade, the coal mines remained the respsibility of the Ministry of Power and railways and roads (until 1955) were the respsibility of the Ministry of Transport. However, the Secretary did hold certain statutory respsibilities in agriculture, fisheries, law and order, educati, health and welfare, local government and in the scheduling and descheduling of development areas. The brief was wide and enabled him not ly to submit specifically measures for Cabinet approval, as and when felt necessary, but to ctribute towards discussi in significant areas of British policy.
