(William Shakespeare, Hamlet) After the devastating war in 19921995, the countries of the Western Balkans (hereafter WB)2 became the center of attention not only in the international media and in diplomatic circles, but also in Western academia. The international intervention was the only factor that could temporarily stabilize the post-conflict societies of the Balkans and the newly born, fragile post-Yugoslav states. Alongside other international actors that got involved in this process, such as the UN, OSCE, NATO and the US, starting with the year 2000 the EU stepped in and declared its intentions to integrate the WB and be an active actor in the political reconstruction of the region.3 The EU found itself in the position as the "leading international actor", providing these countries with the Enlargement carrot as "the main tool kit" for democratization and stability. By now, nobody seriously questions the active presence of the EU in the WB and the vital necessity of the EU Enlargement process
