I will always remember him, sitting barefoot in his living room in Berkeley surrounded by graduate students and a few other faculty members. On the hot seat was some poor innocent who had come to California to present a paper on congressional committees. To me, a first or second year graduate student, the paper was simply incomprehensible; full of formulas and equations. Therefore I figured it had to be profound. Nelson let the guy talk and talk and talk. And then, after what seemed like a discussion of enormous complexity Nelson summed it up. “So, what you’ve proved here is that members of Congress get assigned to the committees they want.” Ouch.
