Colombatto: Foreword Enrico Colombatto° There are two ways to consider economic transition in Eastern Europe and, more generally, in less developed countries. One considers the economic situation at the beginning of the transition process, assesses the distance between the country and the world economic leaders, provides recipes for catching-up and filling the gap. According to this approach, which is known as the "mainstream view", the task for the scholar and for the expert is to monitor the transformation process, formulate new plans as exogenous shocks occur, suggests corrections. A different perspective has much less ambitious objectives. It does not provide clear-cut policies, nor does it aim at understanding the rules of the game whereby a less-developed country can experience fast growth after the collapse of a totalitarian regime that has been in power for at least one generation.
