Politics Policy 2014; 6(1): 1 Gerald Lubenow Three years ago, a year after the founding of the California Journal of Politics and Policy (CJPP), I was at the annual meeting of the Western Political Science Association and wandered into a session on Western States Budgeting hoping to find an article for this journal. Instead, I found Robert Huefner, Director of the Center for Public Policy & Administration at The University of Utah, and a group of authors from 13 western research universities. Each of them had written an analysis of her/his state's unique budgeting system and how well, or not well, it was working to cope with the great recession. Their work presented a vivid picture of states with widely varying problems and approaches confronting a common threat. During a break, I asked Huefner if we might publish the papers as a special issue of the Journal. He agreed and in April, 2011, "2010: A Year of Turmoil in Western States Budgeting," was published as Volume 3, Issue 2 of CJPP. The Western States Budget Report has since become a regular feature in CJPP, produced jointly by our staff and theirs. The current special issue is co-edited by Jennifer Robinson, who succeeded Huefner as Director of the University of Utah's Center for Public Policy & Administration, and David Patton, Executive Director of the Utah Department of Public Health. We thank them for their work on this project and look forward to more such collaborations with Utah and other western research institutions.
