The Office of President of the International Court of Justice By TIlE HONOURABLE Sm PERCY SPENDER, K.C.V.O., K.B.E., PREsIDENT OF THE INTERNATIONAL COURT OF JUSTICE. It is hardly possible to convey any conception of value as to the nature of the office of President of the International Court of Justice unless an account is first given, in capsule fonn, of the Court itself. The Court is the principal judicial organ of the United Nations, one of the most important purposes of which is "to bring about by peaceful means, and in confonnity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace".!l] The Charter of the United Nations specifically recognizes that when that Organiza tion is dealing with the settlement of international disputes, legal disputes-and the expression '1egal disputes" covers matters over a field-should as a general rule be referred to the Inter very wide national Court of Justice.!2] Thus the Court is "primarily concerned with the application of international law to the solution of differences between States".!3] In discharging that function, the Court is part of the existing international machinery for the settlement
