A voluntary commitment to tbe International Atomic Energy Agency safeguards and NPT adherence provide assurances tbat tbe civil nuclear technology is used for legitimate peaceful purposes.I However, it cannot he unequivocally accepted tbat "tbe treaty bas enhanced tbe international security by diminisbing regional tensions, pre-empting regional nuclear arms races, and diminishing tbe role of nuclear weapons as symbols of national prestige".2 Many unsettled issues witbin and outside tbe NPT regime contradict tbe US viewpoint. These issues include tbe amendment of Article VIA2 of tbe IAEA Statute relating to tbe memhersbip of tbe Board of Governors from tbe tbird world and tbe continuous pendency witbout any outcome of tbe issue of tbe Israeli attack on tbe Iraqi nuclear installations.
