In Resolution A39-3, the Assembly decidedto implement a [global market-based measure] scheme in the form of the Carbon Offsetting and Reduction Scheme for International Aviation (corsia) to address any annual increase in total CO2 emissions from international civil aviation … above the 2020 levels, taking into account special circumstances and respective capabilities.1This comprises a voluntary pilot and first phase from 2021 to 2026, and a mandatory phase beginning in 2027. The Resolution culminates more than fifteen years of work to develop a global policy for reducing emissions from the aviation sector.
